How to specify rotation about an axis on a local coordinate system in LS-DYNA
The origin of the rotational axis in global coordinates must be specified
When specifying a rotation about a local coordinate system axis in LS-DYNA within the INITIAL_VELOCITY_GENERATION card one must enter the location of the local coordinate system origin in XC, YX and ZC. Here is an example card, where the local coordinate system (ICID 270001) has its origin at (709.531, 9.632, 1075.7) and rotation is specified about its Y-axis, given by NY=1.0:
